The library was originally a house that was built in the 1890's. It was given to the City in 1979 by Olive Ashurst who grew up in the home. The library opened in 1981 and an addition was built in 2003. The citizens of Tipton elected to create a municipal library district in 2017. The library is ran by 9 members appointed by the mayor.
Library hours are Monday, 10 a.m. - 5 p.m.; Tuesday and Wednesday, 10 a.m. - 7 p.m.; and Friday, 10 a.m. - 4 p.m. Library services include a selection of over 17,000 books, public use computers and wi-fi access.
